• Shared services(including common identity management)
• Standards, coordination and integration between government services and departments
• Identification and authentication
• Impact Analysis – whether on citizen or organisation
Social, including issues relating to:
• Engagement with citizens, government authorities and other stakeholders; considering
‘social value added’
• The need for a citizen-centric process
• Take up of electronic government services and incentivisation
• Diversity of different socio-economic and cultural factors within citizen groups
Organisational, including issues relating to:
• Interaction between and across government departments
• Political engagement and the mandate to deliver automated, technology-supported
services
• Co-ordination and ownership issues between agencies and departments
• Project management of eGovernment initiatives
• Management of risk and knowledge so as to optimise and learn from eGovernment
experiences
• Metrics for measuring and evaluating organisational performance and capabilities

I hope they read Ideal Gov and picked up some good ideas. Where did this meme start? Is this syncronicity, or are we all reinventing wheels? Talking loud but not listening to each other? I first heard it from Richard Allan.
